There's no reason for this to be the case, but an import from north of the border feels unlikely: the Church in Scotland looks to be in as bad, if not a worse, state than the Church in England and Wales. If he's any good, he's probably needed where he is. And I imagine the Nuncio reads the London papers and guesses that a Scottish Cardinal to match a Scottish PM is just the thing to inflame (non-Catholic) English opinion. It doesn't take into account that B16 might be looking for a few runners of his own. One outsider to look out for is the Abbot of Pluscarden.
