Didn't St. Thomas Aquinas have a commemoration (transferred to the preceding day by a later Pope) of St.es Perpetua and Felicity?

And another question: Is there any reason why St. Felix and especially St. Frances (the former is at least on an Ember Day...) were transferred, in one diocese each, to next week in favor a feria, and even though this means that the feast of St. Gregory would need to be transferred further on? Coming to think of it, why did St. Gregory give way to their minor-double feasts when he had (and I guess still has) a local II-class feast?
